I used a metal bowl for egg whites, used 1/8 teaspoon cream of tartar and gradually ramped up speed on the mixer. It took 10-15 minutes for the egg whites to achieve the stiff peak consistency. Also make sure the eggs are at room temperature.

You can use lemon juice or white vinegar as a substitute.

1/4 teaspoon cream of tartar should be equivalent to 1/2 teaspoon of either of those two. 🙂
